| CONSENT
AGENDA: R. Bachman made a motion,
second B. Meyer to approve the Consent Agenda: Financials, Minutes,
Requests, Reports, Permits, and Bill List. Roll Call: Ayes: S. Juilfs,
R. Bachman and B. Meyer. Nays: None. Motion Carried.

| Summer
Rec: Kerri Melohn and Brock Hinners were present to report
on Pomeroy’s summer youth program. Melohn reported that 84 children
participated in the soccer program, and Hinners reported a total of
46 participated in T-Ball. Council members thanked both the youth
leaders and directed them to submit bills for the program to the City
Clerk. Melohn asked if the money in the soccer fund could remain in
the fund, and the council said it would. |
Water,
Sewer, Streets: A Jacobson-Westergard Engineering representative
reported an estimate of $485,000.00 for the city’s street project
with an estimated completion date of 10-15-10. B. Meyer suggested
that the City Clerk apply for a Sales Tax Exempt Status for the project.
The engineer stated that bid letting will be July 27, 2010 at 3:00
P.M., and they are expecting at least two asphalt bids and three to
four cement bids.
Kenny Rhea, city maintenance, reported that three water meters have
been replaced since the last council meeting, and several fire hydrants
need to be replaced. Mayor Becker stated that ½ of the remaining
meters need to be replaced by the next council meeting. The mayor
also stated that owners of brick homes must either call their meter
readings in to City Hall on a consistent monthly basis or have meters
installed on their houses. R. Bachman reported that a used Chevy S10
pickup is available and is appropriate for the needs of the city.
Motion by R. Bachman, second B. Meyer to purchase the S10 pickup for
$1,800.00. Roll Call: Ayes: S. Juilfs, R. Bachman, B. Meyer. Nays:
None. Motion Carried. With the absence of the City Clerk, the council
tabled the water rates, well and pump testing, and the O’Tool
water meter read until the August meeting. Citizen Steve Danielson
expressed concerns about inadequate spraying of mosquitoes and having
water in his basement five of the past six years. |
Planning
and Zoning: John Krausman and Leo Worrell were present. Krausman
gave the council a document signed by all his neighbors, with the
exception of Mr. Worrell, who approve of the building Krausman wants
to construct.
Worrell asked the council if a permit had been approved, and the council
stated that a building permit has not been approved. Krausman stated
that he does not have a professional body shop and that vacant lots
need to be appropriately maintained. He also urged the council to
review and revise ordinances. Worrell stressed what the current ordinance
allows and stated that the proposed size of the building does not
meet the code. He urged the council to consult with the city attorney
if a variance request or a building permit is submitted. |
| Nuisance
Properties: Cindy Loots was present to check on the progress
of nuisance properties notifications. Letters have been sent, and
additional notifications will be sent if no action or inadequate action
is taken. |
| Police
Department: Chief Gerdes reported 18 calls in the past month
and stated that she has observed temporary parking on Harrison Street
which is a Farm to Market street. |
City
Hall: Star Energy submitted a bid for LP gas for the city’s
contract. Motion by R. Bachman, second by B. Meyer to approve a contract
for $1.62 per gallon for the 2010 to 2011 winter season. Roll Call:
Ayes: B. Meyer, R. Bachman, S. Juilfs. Nays: None. Motion Carried.
City Hall received a request for a refund for the liquor license for
Food on Four. Motion by B. Meyer, second R. Bachman to authorize a
refund for the liquor license for Food on Four. Roll Call: Ayes: B.
Meyer, R. Bachman, S. Juilfs. Nays: None. Motion Carried. In response
to a request from the Pomeroy Café, motion by S. Juilfs, second
B. Meyer to approve a liquor license for Pomeroy Café. Roll
Call: Ayes: S. Juilfs, R. Bachman, B. Meyer. Nays: None. Motion Carried.
Resolution # 232: Motion by B. Meyer, second R. Bachman
to approve Resolution # 232 to set a public hearing date of July 27
at 6:00 P.M. on a loan agreement in a principle amount not to exceed
$775,000.00. Roll Call: Ayes: B. Meyer, R. Bachman, S. Juilfs. Nays:
None. Motion Carried.
Resolution # 233: Motion by S. Juilfs, second B.
Meyer to close the Garbage Enterprise Fund and transfer to the General
Fund. Roll Call: Ayes: B. Meyer, R. Bachman, S. Juilfs. Nays: None.

| Public
Comments: R.K. Welander requested clarification about temporarily
closing a street for an auction and whether or not emails to City
Hall get to council members. He was directed to contact the Police
Chief if he needed a street closed for an auction, and council members
stated they got emails if the emails pertained to them. Several citizens
were present to express concerns about water and sewer backups in
their basements. Council members responded with comments about complete
soil saturation, full dredge ditches, and the flat land of this area
combining to contribute to these problems when we continue to get
rain. Cheryl Geick complemented the fast response of the County Ambulance
Service when she called. |
