REGULAR CITY COUNCIL MEETING
MINUTES
December 14, 2010
Council meeting called to order at 7:00 P.M. by Mayor Gene Becker
Roll Call: R Bachman, C Meyer and S Juilfs. Absent: B Meyer & D DeVore
APPROVAL OF AGENDA: C Meyer made a motion, second by S Juilfs to approve the Agenda. Roll call: Ayes: R Bachman, C Meyer and S Juilfs. Nays: None. Motion Carried. D DeVore arrived at 7:02.

CONSENT AGENDA: R Bachman made a motion, second by C Meyer to approve the Consent Agenda: Financials, Minutes, Requests, Reports, Permits and Bill List. Roll call: Ayes: R Bachman, D DeVore, C Meyer and S Juilfs. Nays: None. Motion Carried. D DeVore said he would file for any extension in February for the grant for the entrance sign and then the City would have six months from February to complete the project.

COMMITTEE REPORTS: 
MIDAS: reviewed the Pomeroy Hazard Mitigation Plan that was put together by the hazard mitigation committee for the Council to approve. Once the plan is approved it would be submitted to FEMA. In turn they would then return the plan with any changes they would like made for final adoption. C Meyer made a motion seconded by D DeVore to approve the Pomeroy Hazard Mitigation Plan. Roll call: Ayes: R Bachman, D DeVore, C Meyer and S Juilfs. Nays: None. Motion Carried.
Nuisance Properties: Chief Gerdes gave an update on nuisance properties stating that the City is waiting on three properties for the asbestos test to come back. Once the results are back, the Mayor will decide if a special meeting will be held before the next Council meeting on January 11. Bids for demolition were tabled until results come back from the asbestos tests. After discussing the property at 303 Geneva the Council told the Chief to follow up with a letter and then a citation.
Water/Sewer/Streets: Motion was made by S Juilfs seconded by R Bachman to install internet at the city shed. Roll call: Ayes: R Bachman, D DeVore, C Meyer and S Juilfs. Nays: None. Motion Carried. A 97 Ford F-250 pick-up truck was purchased from Denny’s Auto for $4,685 to be used for plowing streets with the Boss V-blade; a mount was also purchased for $600 to mount the blade on the truck. S Slawson asked that the City buy two scales for the pump house, one for the chlorine and one for the phosphate. A motion was made by R Bachman, seconded by D DeVore, to purchase two scales at $268.44 each. Roll call: Ayes: R Bachman, D DeVore, C Meyer and S Juilfs. Nays: None. Motion Carried.
Community Building: The Council discussed a bid for the front windows in the Comm. Bldg. and suggested that the City try for a matching funds grant from the Greater Des Moines Community Foundation Grant program to replace the windows.
Cemetery: The Council reviewed a complaint from M Mack about a stone getting damaged. City Hall is to call the insurance company to find out information on the coverage and possible repairs.
Fire Dept: Motion was made by C Meyer seconded by S Juilfs to approve Frank Sousa as a new member with the stipulation he turns in a physical to City Hall. Roll call: Ayes: R Bachman, D DeVore, C Meyer and S Juilfs. Nays: None. Motion Carried. The Council discussed snow removal around the Fire Station with S Slawson.
Police Dept: There were 25 calls for service, one adult and one juvenile where cited for vandalism and one adult was cited for operating without a license, reckless driving and driving without insurance. On Dec 9th Chief Gerdes attend the OWI/implied consent and standardized field sobriety testing update in Rockwell City.
City Hall: Motion was made by D DeVore seconded by C Meyer to renew Byron’s liquor license. Roll call: Ayes: R Bachman, D DeVore, C Meyer and S Juilfs. Nays: None. Motion Carried. After discussion with J Gerdes, who was representing the school, a motion was made by D DeVore, seconded by C Meyer to have signs put up on the west side of the one way street of Cayuga St. between Harrison St. and Maple St. The signs will state 10 minute parking. Roll call: Ayes: R Bachman, D DeVore, C Meyer and S Juilfs. Nays: None. Motion Carried. Motion was made by C Meyer seconded by R Bachman to approve the Commercial Tax abatement application submitted by New Coop. Roll call: Ayes: R Bachman, D DeVore, C Meyer and S Juilfs. Nays: None. Motion Carried. C Meyer made a motion seconded by S Juilfs to renew two maturing CD’s for one year. Roll call: Ayes: R Bachman, D DeVore, C Meyer and S Juilfs. Nays: None. Motion Carried. Motion was made by D DeVore seconded by C Meyer to approve an agreement with Office Elements for a contract of $79 per month for 63-months on a Savin C9020 copier. Roll call: Ayes: R Bachman, D DeVore, C Meyer and S Juilfs. Nays: None. Motion Carried.
