LIBRARY DIRECTOR

Part Time Position

POSITION SUMMARY
Under general direction of the board of trustees, the library director monitors, coordinates and supervises the operation of the library, and is responsible for library planning, budget and personnel. The library director implements policies and determines procedure in accordance with the Library Board of Trustees.

ESSENTIAL JOB DUTIES
* Represents library to community by maintaining contact with city officials, community organizations and citizens.
* Publicizes library services through press releases, newspaper articles, displays, notices and by speaking to community groups.
* Gives library tours and orientation programs for students and citizens.
* Assists patrons with reference materials.
* Coordinates interlibrary loan program.
* Organizes and prepares necessary information and agenda prior to meeting of library board of trustees.
* Attends each meeting of library board of trustees.
* Acts as liaison between city officials, board of trustees and staff.
* Collects and analyzes daily, monthly, and yearly statistics on library use and circulation.
* Prepares and submits reports to board of trustees; city officials; state library; and citizens.
* Attends meetings and training sessions for professional development.
* Interviews, hires, trains, supervises, disciplines and dismisses library employees, including student library clerks and volunteers.
* Prepares work schedules and assignments.
* Directs and evaluates all work performed.
* Maintains appropriate records.
* Submits payroll data to City Clerk.
* Recommends wage and salary increases for library staff to board of trustees.
* Supervises custodian to ensure proper care and maintenance of building and grounds.
* Evaluates community needs and establishes short and long-term goals for library.
* Plans, initiates, organizes, supervises and promotes library programs and services.

* Reads and reviews library publications, newspapers and catalogs to stay informed of trends and progress in library services.
* Tracks patron requests and recommendations.
* Develops policies on selection, acquisition, withdrawal and other issues for approval by board of trustees.
* Makes all purchase decisions based on reviews, patron requests, cost and other appropriate factors.
* Orders materials for all library departments.
* Withdraws materials according to library policies.
* Administers library policies regarding circulation, overdue items, lost items, and borrowing privileges.
* Coordinates public use of computer and the Internet.
* Administers library budget and finances.
* Determines levels of funding for each segment of library operations.
* Prepares and administers annual budget.
* Prepares vouchers for Board of Trustees approval.
* Maintains patron database.
* Maintains automation hardware and software.
* Maintains accounting records.

KNOWLEDGE, SKILLS AND ABILITIES REQUIRED
The individual must possess the following knowledge, skills and abilities or be able to explain and demonstrate that the individual can safely perform the essential functions of the job, with or without reasonable accommodation, using some other combination of skill and abilities.
* General knowledge of the Dewey decimal system.
* Ability to perform arithmetic and statistical calculations.
* Ability to access, retrieve, read analyze technical data.
* Ability to prepare and administer budgets and basic knowledge of accounting and bookkeeping functions.
* Ability to consult technical sources and documents and access reference materials, including the Internet.
* Ability to report, write or edit articles for publication in proper format using proper grammar.
* Ability to work independently and in consultation with governing board.
* Ability to plan, organize, assign, supervise and evaluate the work of library staff and volunteers.
* Ability to establish and maintain an effective working relationship with co-workers, city officials, the library board of trustees, and the public.
* Familiarity with library materials and books appropriate for various ages and reading levels.
* Knowledge of the theory, principles and practices of library organization.
* Ability to develop, propose and implement library policies that allow for effective and efficient delivery of library services.
* Knowledge of and ability to use computers for financial, database, spread sheet and word processing functions.
* Ability to proficiently use standard office and library equipment, including circulation/catalog computer software; network computers; computer printers; microfilm reader and printer; photocopier; telephone; calculator; typewriter; fax machine; Macintosh and IBM software; and CD-ROM equipment.
* Ability to maintain required certifications.
* Ability to safely reach, lift, carry, push, and move books and other materials weighing up to 50 pounds.
* Ability to safely climb, stoop, kneel, crouch, reach, stand, walk throughout library, grasp, and make repetitive motions.

Education/Training:
An equivalent combination of education, training and experience that provides the knowledge, skills and abilities necessary to perform the essential functions of the position.

WORK ENVIRONMENT
* Most work is performed inside library. Work includes working at desk for extended periods reading and reviewing books and other library materials; standing for extended periods; working with computer and other office equipment; moving throughout library; and working directly with patrons, staff, city officials and volunteers. Work also may involve frequent interruptions and exposure to dust and fumes.
